About American State Papers: The American State Papers online is a digitized version of the 8 print volumes, and includes the full text of a wide variety of government documents on many different topics related to the early years of the American government--foreign relations, Indian affairs, finance, commerce and navigation, military and naval affairs, and more. The American State Papers were the predecessor to the Serial Set, and both can be searched simultaneously using the Archive of Americana.
